For riders, it is simple: the east-side underpass line near Jangjeon is not a normal through route right now.
Do not roll in assuming there will be a clean gap through the barriers.
Use the opposite side of the stream if that fits your direction, or leave the path briefly and rejoin after the work zone. It is a small interruption, but it is exactly the kind of one that catches you late if you are riding on autopilot.
